Hirata Village, located in Ishikawa District, Fukushima Prefecture, is known for its highland vegetables, spicy habanero peppers, and “jinenjo” (Japanese yam). At this time of year, however, attention shifts to a leisure park called “Ju-peer Land Hirata”. Set at the foot of Mt. Yomogida, the village’s symbolic peak, this large forest park is rich in natural beauty. In spring, around 260,000 moss phlox plants bloom across the grounds, turning the area into a vibrant landscape. From late April to mid-May, the “Shibazakura Festival” takes place, when the pink blossoms spread in full bloom, creating a scene reminiscent of a sea of flowers. The park has become a popular photography spot. During the festival, visitors can enjoy live music, a variety of food stalls, and a stamp rally for children, making it a family-friendly event. At peak bloom, the park is also illuminated in the evening, offering a different atmosphere from the daytime flower fields.

福島県石川郡平田村は、高原野菜、激辛ハバネロや自然薯で知られていますが、この季節に特に注目されるのが「ジュピアランドひらた」というレジャー施設です。村のシンボルである蓬田岳のふもとに広がる自然豊かな森林公園で、今の時期は園内をなんと約26万株の芝桜が彩ります。例年4月下旬から5月中旬にかけて「芝桜まつり」が開催され、ピンクの花々が一面に咲き、まるで花の海のような華やかな景観を満喫できます。絶景スポットとして有名で、多くの人が写真撮影に訪れます。期間中は園内で音楽ライブや飲食の出店があり、お子様向けのスタンプラリーも実施されており、家族で楽しめる催しが充実しています。さらに、満開の時期には夜のライトアップも行われ、昼間と違う雰囲気の花畑を満喫できます。

About the "Shibazakura Festival" / 「芝桜まつり」について

Wanting to learn more about the “Shibazakura Festival”, its history and main highlights, I spoke with Mr. Yoshida from Hirata Village Industrial Promotion Corporation.

「芝桜まつり」のことをもっと詳しく知りたいと思い、このイベントの歴史や見どころについて平田村産業振興公社の吉田和紀さんにお話を伺いました。

Development of the park at the foot of Mt. Yomogida began in 1991, led by Hirata Village, with careful thought given to what kind of flowers to plant there. Because of the high elevation, it was important to choose something cold-resistant, but also unique and distinctive. In 1995, village officials visited Higashimokoto Village (now Ōzora Town) in Hokkaido, known for its moss phlox, and studied its maintenance methods. Based on that visit, they decided to cultivate moss phlox in Hirata as well. The first “Shibazakura Festival” was held after 7 years in 2002, and the planted area has gradually expanded ever since. Today, overall management is handled by the Industrial Promotion Corporation, established in 2022.

1991年から蓬田岳のふもとで平田村による公園の整備が始まり、どの花を植えるかを考えるようになりました。標高が高いため寒さに強い花であり、かつユニークな植物であることが理想でした。1995年には役場の担当者が北海道の芝桜で有名な東藻琴村（現在の大空町）を訪れ、現地で管理方法を視察した後に平田村でも芝桜を育てることを決定しました。７年後の2002年、平田村主催で初めての「芝桜まつり」を開催。それ以降は面積を徐々に拡大してきました。現在、全面的な管理を2022年に設立された産業振興公社が担っています。

Maintaining the park to showcase beautiful “shibazakura” is not an easy task. Weed control and proper soil drainage are especially important. Weeding is run from March to November and done entirely by hand by local senior workers, without machines or any chemicals. Ongoing care, such as fertilizing and renewing plant stocks, is also essential. Staff from the Promotion Corporation, the Village Office, and part-time helpers all work together to create and maintain the vibrant pink landscape for residents and visitors. During the festival, the park also comes alive with stalls and activities run by local business groups and organizations. “This park has become an important symbol of Hirata Village, and the “shibazakura” that blooms vividly each year is something we hope people from both inside and outside the village will come to know”, says Mr. Yoshida. Hearing this I truly felt the dedication that goes into maintaining the park throughout the year.

綺麗な芝桜を楽しんでもらうためには、公園の管理に多くの課題があり、中でも除草や土壌の排水性が重要です。除草は3月に始まり11月まで続きますが、機械や薬剤は使わず、村のシルバー人材センターのスタッフが手作業で丁寧に行います。ほかにも追肥や株の更新が欠かせないので、振興公社、村役場、アルバイトの方々が美しいピンクの風景を村民と観光客に届けるために力を合わせています。また、村の商工会や団体も出店などを通してイベント期間中の公園を賑わせています。「平田村の大切なシンボルとなったこの公園と、毎年鮮やかに咲く芝桜は、地元の方はもちろん、村外の方にも知っていただきたい場所です」と話す吉田さん。この話を聞くと、一年を通して関わる方々の熱意と愛着が伝わってきます。

Peak bloom varies slightly each year depending on the weather, but it generally falls between around April 25 and May 5. Eight varieties of moss phlox are planted in a special design across the park. Since the plants have a lifespan of about four to six years, the layout is occasionally adjusted when new stocks are planted. Staying strong in both cold and dry conditions, the “shibazakura” blooms energetically and delights visitors.

芝桜のピークはその年の気候によって多少変わりますが、4月25日〜5月5日が見頃とされています。花は8種類あり、決まったデザインで植えられています。ただし、この植物の寿命が4〜6年程度なので、新しい株を植える際にレイアウトを少し調整することがあります。芝桜は寒さや乾燥にも強く、元気に咲いて来場者を楽しませてくれます。

When I asked about highlights of the “Shibazakura Festival,” one experience specifically stood out: being immersed in a “carpet of flowers”. Mr. Yoshida said that walking along the narrow paths feels like moving through a sea of flowers. There’s also a wide range of activities, such as holiday live music and street performances (included in the admission fee), and various food trucks. At the highest point in the park, you can stop by “Sky Cafe 634” (named for sharing the same height as the 634m “Tokyo Skytree”), and enjoy an ice cream while taking in sweeping views of “Ju-peer Land Hirata”. In the evening, the illumination creates a completely different atmosphere. “Usually, cherry blossoms are lit from below (‘light-up’ in Japanese), but moss phlox is illuminated from above — so you could call it ‘light-down’”, says Mr. Yoshida with a smile.

「芝桜まつり」期間中の見どころを伺うと、「花の絨毯に没入する体験」という返答が特に印象的でした。小道を進むとまるで芝桜の海の中を歩いているような感覚になるそうです。また、入場料だけで楽しめる週末と祝日の音楽イベントや大道芸ショー、キッチンカーの出店など、多彩な催しも用意されています。公園の一番高い場所にある「スカイカフェ634」（東京スカイツリーと同じ高さの634m）から、アイスクリームを味わいながら「ジュピアランドひらた」の絶景を眺めるのもおすすめです。さらに、夕方のライトアップ期間には昼と全く違う雰囲気が楽しめます。「通常、桜は下から上へライトアップしますが、芝桜は上から下へ照らすので“ライトダウン”なんです」と笑う吉田さん。

Finally, I would also like to highlight the “World Hydrangea and Lily Festival”, held in the same park. From late June, around 35 varieties of lilies begin to bloom, followed by hydrangeas beginning to approach their peak in early July. The hydrangea garden features an impressive 825 varieties, and in 2018 it was recognized by Guinness World Records for having the most cultivars. The collection began with the village mayor’s wish to gather hydrangeas from across the world, with support from specialists outside the prefecture. Of these, 44 varieties were developed domestically and donated by researchers, so they have become original cultivars unique to Hirata Village.

最後に、併せて紹介したいのが同じ公園で開催される「世界のあじさい・ゆりまつり」です。6月下旬からは35種類のゆりが咲き始め、7月上旬は紫陽花が見頃の時期を迎えます。この公園の紫陽花は、なんと825種類もそろい、2018年には品種数で世界一としてギネス認定を受けました。きっかけは、村長が世界のさまざまな紫陽花を集めたいという思いから、県外の専門家の協力を得てコレクションを始めたことだそうです。そのうち44種類は国内で開発されたもので、研究者から寄付され平田村オリジナル品種となりました。

By mid to late April, as the weather warms, the “shibazakura” in Hirata begins to approach its peak. And I think it’s a great time to add this event to your travel plans.
